how are some labs catching up so fast with way less compute?

the whole point of the chip restrictions was that frontier AI needs massive compute, right? but labs overseas with a fraction of the resources keep dropping models that are close to the top ones, for way cheaper. how? I wonder if the high quality training data might matter way more than people thin…
