ID verification for previously included feature after payment details been used for a 1-2 years.

Anyone else find this a very odd approach? "Hey we don't really care who or what you are, oh want to pen test? ID verify please." Yet all that time they happily charge your card, seemingly without being sure you are the person named on the card.
