Multiple agents.md file in a git repo?

I want to have 2 `agents.md` files in my git repo. One `agents.md` file which I use in all of my git repos. Another `agents.md` file which is only in the single git repo and will override any conflictiing instructions from the other `agents.md` file. How would I set this up to work with most IDEs?…
