Should I downgrade to AM4 in order to get more ram and vram?

Currently I have an 5070 ti and 32gb DDR5 and I was thinking about selling my current build to get something like an 3090 and 64gb DDR4. Is this a good or dumb idea? Someone told me I would loose performance because DDR4 is "Slower"
