What's the best way to send any arbitrary file from an mcp server to an llm agent ?

I'm building an mcp server that downloads files and hands them to a copilot cli agent for analysis. The files can be pdf's with images, office docs, excel, png etc... Retuning base64 blobs seems unreliable. What's the right approach?
