Why are AI chip sales restricted while training data isn't?

It makes sense to restrict chip sales overseas to help ensure America remains ahead in the AI race. But if high quality specialty made training data is such an important part of building models then why are US data labs allowed to sell it to foreign labs? Is it not that important?
